Property Management (Commercial & Residential)
Dennis Freeman, has over 26 years of mixed-use residential/commercial
management experience, over which time he has enjoyed a positive
working relationship with numerous developers and all types
of new and existing common-interest realty associations. Dennis
joined Zalco in 1985 after being Homes Corporation Manager for
Kettler Brothers, Inc. and in that capacity functioned as the
chief liaison between that company and The Montgomery Village
Foundation, Inc. Prior to these positions, Dennis assisted a
busy and varied three-attorney land-use legal practice while
still in graduate school in San Francisco. As Zalco's longest-tenured
property manager, he now manages what is likely our highest-profile
residential portfolio, with seven properties requiring a total
of 145 service personnel, utilizing an aggregate annual budget
of over $15 Million. One of his strongest attributes is his
ability to coordinate long-term capital improvement project
planning and implementation. He holds Bachelor degrees in both
Psychology and Social Statistics from Carson Newman College,
and also earned his MPA from Golden Gate University with a concentration
in Urban, State, Federal Governance and Finance.
Donald J. Perper, one of
Zalco's four Vice Presidents in property management, supervises an
experienced team of property managers while also carrying his own
portfolio of high-end residential condominiums and commercial office
clients. When he joined Zalco in 1998, Don had over 15 years prior
management experience with hotels and large luxury high-rise
condominiums. During these tenures he supervised the start-up,
renovation and conversion of several hotels, and developed and
programmed a variety of property-management databases. Don has also
been an active member of the Washington Metropolitan Chapter of the
Community Associations Institute (CAI) and in 1997 received that group's
prestigious 'Rising Star' Award and its 'Community Association of the
Year' Award for one of the properties that he managed. He has chaired
or served on several CAI committees and is an occasional author for certain real-estate periodicals on matters of current market interest. Don also holds the highest professional designation that can be earned by a community manager - the PCAM (Professional Community Association Manager) designation, as well as the CMCA (Certified Manager of Community Associations) designation.
Mark
S. Petrusic, is Vice President of Zalco's busy and expanding
Commercial Division and has over 20 years of property-management
experience. Mark joined Zalco in 1986, but has worked exclusively
in the Commercial Division since 1992. He manages one of Zalco's
largest and most-varied portfolios, comprised of various office,
retail and commercial-condominium properties that have an annual
rental value of over $9 million. His responsibilities include
meeting regularly with property owners and tenants, approving
monthly financial statements, coordinating transition of space
with tenants and brokers, monitoring expenses, preparing and
administering budgets, inspecting properties, administering
all aspects of lease performance, and monitoring third-party
contractor performance (on-going maintenance, tenant build-out
and capital improvements). Mark is licensed as a property manager
in the District of Columbia and as a salesperson (Commercial
Designation) in Maryland. He is a member of the Property Management
Association of Metropolitan Washington and the Institute of
Real Estate Management (IREM), from which he earned his 'Certified
Property Manager' (CPM) designation 1988. He is a 1978 graduate
of the University of Pittsburgh with a Bachelors Degree in Political
Science and has also completed post-graduate coursework in Real
Estate Finance, Brokerage and Appraisal.
Thomas L. Willis, Vice President, has over
20 years of community management and maintenance experience.
Tom joined Zalco in 2000 when Zalco acquired Dubin & Associates,
Inc., where he served as that company's Director of Community
Management. Before that, he owned and operated Total Contracting
Systems, a full-service commercial and residential contracting
and maintenance company. Tom is responsible for new client set-up,
developer consultation, and mentoring new Zalco Managers. He
also provides orientation and training services for Boards of
Directors, committees, and on site staff. Tom is also an active
member of the Washington Metropolitan Chapter of the Community
Associations Institute (CAI), serving as Conference and Expo
Committee Chair for 3 years and currently as Education Council
Chair. He is a frequent instructor of CAI's "Essentials of Community
Association leadership." For his efforts he received the chapter's
Rising Star Award in 2003, Committee Chair of the year in 2004,
and Educator of the year in 2005. Tom also holds the highest
professional designation that can be earned by a community manager
- the PCAM (Professional Community Association Manager) designation,
as well as the CMCA (Certified Manager of Community Associations)
and AMS (Association Management Specialist) designations.
