Arthur
N. Dubin, CPM, PCAM, CMCA, President and is Chief Executive
of Zalco's Residential Services Division, which manages one
of the largest and most-significant Washington-area portfolios
of condominiums, homeowner associations, apartments and cooperatives.
Mr. Dubin has over 33 years of property-management experience.
Prior to joining Zalco in 2000, he was the President and CEO
of Dubin & Associates, Inc., his own property-management firm
based in Bethesda, Maryland. The Dubin firm managed a large
portfolio of residential (homeowner associations, condominiums
and cooperatives) and commercial properties throughout Washington,
DC, and its suburban Virginia and Maryland counties. Mr. Dubin
came on board with Zalco when the Dubin firm merged with Zalco
in the spring of 2000.
Mr.
Dubin holds several national accreditation designations, including
the 'Professional Community Association Manager' (PCAM) designation,
through the Community Associations Institute (CAI), which is
the highest professional designation that can be earned by a
community manager. Mr. Dubin is also a 'Certified Property Manager'
(CPM) as designated by IREM (The Institute of Real Estate Management),
and a 'Certified Manager of Community Associations' (CMCA) as
certified through the National Board of Certification for Community
Association Managers (NBCCAM). He is also a licensed real-estate
agent.
Mr
Dubin currently servers as a Commissioner with Montgomery County,
Maryland on the Commission on Common Ownership Communities.
Mr. Dubin is also active with the Washington Metropolitan Chapter
of the Community Associations Institute (CAI) for many years,
in connection with which he has lectured or taught numerous
classes and seminars on various issues of market interest, and
also chaired or served on several of that organization's committees.
Presently he serves on the Local Chapter Board of Directors
as Secretary of the Board. He has also been a speaker for the
local chapter of the Association of Realtors and was an instructor
for Prince George's County Community College pertaining to real-estate
topics. Mr. Dubin has also published numerous articles in various
market periodicals such as The Journal of Property Management,
CAI News Realtor Magazine and Quorum Magazine.
In
addition to heading Zalco's busy Residential Services Division,
Mr. Dubin provides company-wide operational support to all other
Divisions and in that regard regularly consults with developers,
property owners, investors and community planners on such issues
as budget preparation, fiscal objectives, ownership structure
and orientation and transition of developer control to condominium
owners.
Mr.
Dubin is a Washington, DC native and is currently a resident
of Potomac, MD. He holds an honors degree in Business Management
with a minor in economics from the University of Maryland.
